Central Advisory Board of Education (CABE)

Context

  • Union HRD Minister Chairs the Special Meeting of Central Advisory Board of Education (CABE).
  • The main agenda of the Special meeting of CABE was to discuss the Draft National Education Policy 2019(DNEP 2019).

All India Survey on Higher Education (AISHE) 2018-19

  • During CABE meeting, the Union Minister for HRD released All India Survey on Higher Education (AISHE) 2018-19.

Some of main findings of the survey are

  • Gross Enrollment Ratio (GER) in higher education has increased from 25.8 in 2017-18 to 26.3 in 2018-19,
  • while in absolute terms the enrolment increased from 3.66 crore to 3.74 crore students.
  • GER for SCs has also shown a growth from 21.8 to 23.0 and STs from 15.9 to 17.2.
  • In terms of increase in the number of universities, they have grown from 903 (2017-18) to 993 (2018-19).
  • Total HEIs from 49,964 to 51,649 in the same corresponding period.
  • The number of faculty increased from 13.88 lakhs to 14.16 lakhs.

Shodh Shuddhi

  • “ShodhShuddhi” is a Plagiarism Detention Software (PDS), launched by Union HRD Minister.
  • This service is being implemented by INFLIBNET, an Inter University Centre (IUC) of UGC.
  • PDS will significantly help to improve the quality of research outcome by ensuring the originality of ideas and publication of the research scholars.

About CABE

  • CABE is the policy making advisory body of the HRD Ministry.
  • It advises the Central and State Governments in the field of education.
  • It was first established in 1920 and dissolved in 1923 as a measure of economy.
  • It was revived in 1935 and has been in existence ever since.
  • The committee has members from central organisation, universities, state and bodies including planning commission (now NITI AYOG), NGOs and civic society.
  • The CABE committee headed by HRD Minister is generally made for three years.

Functions

  • To review the progress of education from time to time.
  • To appraise the extent and manner in which the education policy has been implemented by the Central and State Governments, and other concerned agencies, and to give appropriate advice in the matter.
  • To advice regarding coordination between the Central and State Governments/UT Administrations, State Governments and non-governmental agencies for educational development in accordance with the education policy.

PACEsetter fund programme

Context

The Ministry of New and Renewable Energy (MNRE) awarded Grants to the awardees of the second round of PACEsetter fund programme.

About PACEsetter FUND

  • It is a fund to support the “Promoting Energy Access through Clean Energy”(PEACE) track of the U.S.-INDIA partnership to Advance Clean Energy (PACE).
  • It provide early stage grant funding to accelerate the commercialization of innovative off-grid clean energy products,system and business models

Objectives

  • The mission of the PACEsetter Fund is to accelerate the commercialization of innovative off-grid clean energy access solutions.
  • It provides early-stage grant funding that would allow businesses to develop and test innovative products, business models and systems.
  • The Fund’s main purpose is to improve the viability of off-grid renewable energy businesses.
  • The businesses that sell small scale (under 1 megawatt) clean energy systems to individuals and communities without access to grid connected power or with limited/intermittent access. (less than 8 hours per day) are benefitted by this programme.

National Institute of Disaster Management (NIDM)

Context

The National Institute of Disaster Management (NIDM) is organizing National workshop on Post Disaster Needs Assessment (PDNA).

About NIDM

  • The National Institute of Disaster Management (NIDM) was constituted under an Act of Parliament “Disaster Management Act 2005”.
  • Its vision is to play the role of a premier institute for capacity development in India and the region.
  • It also aims to create a Disaster Resilient India by building the capacity at all levels for disaster prevention and preparedness.
  • Functions- NIDM has been assigned nodal responsibilities for human resource development, capacity building, training, research, documentation and policy advocacy in the field of disaster management.
  • The Institute works through strategic partnerships with various ministries and departments of the central, state and local governments, academic, research and technical organizations in India and abroad and other bi-lateral and multi-lateral international agencies.
  • NIDM provides Capacity Building support to various National and State level agencies in the field of Disaster Management & Disaster Risk Reduction.

National Disaster Management Authority (NDMA)

About NDMA

  • The National Disaster Management Authority (NDMA) is the apex statutory body for disaster management in India.
  • It was constituted on 27th September 2006, under the Disaster Management Act, 2005.

Composition

  • It has Prime Minister as its Chairperson and nine other members.
  • One member is to be designated as Vice-Chairperson.

Vision

  • It aims to build a safer and disaster resilient India by a holistic, pro-active, technology driven and sustainable development strategy that involves all stakeholders.
  • To fosters a culture of prevention, preparedness and mitigation.

Functions and Responsibilities

NDMA, as the apex body, is mandated to lay down the policies, plans and guidelines for Disaster Management to ensure timely and effective response to disasters.

Towards this, it has the following responsibilities-

  • Lay down policies on disaster management ;
  • Approve the National Plan;
  • Approve plans prepared by the Ministries or Departments of the Government of India in accordance with the National Plan;
  • Lay down guidelines to be followed by the State Authorities in drawing up the State Plan;
  • Lay down guidelines to be followed by the different Ministries or Departments of the Government of India for the Purpose of integrating the measures for prevention of disaster or the mitigation of its effects in their development plans and projects;
  • Coordinate the enforcement and implementation of the policy and plans for disaster management;
  • Recommend provision of funds for the purpose of mitigation;
  • Provide such support to other countries affected by major disasters as may be determined by the Central Government;
  • Take such other measures for the prevention of disaster, or the mitigation, or preparedness and capacity building for dealing with threatening disaster situations or disasters as it may consider necessary;
  • Lay down broad policies and guidelines for the functioning of the National Institute of Disaster Management.

Context

Kargil to Kohima (K2K) Ultra-Marathon- “Glory Run” was flagged off from Kargil War Memorial.

Highlights

  • To commemorate 20th year of Kargil Victory a unique expedition Kargil to Kohima (K2K) Ultra-Marathon- “Glory Run” is being undertaken by IAF.
  • The motto of IAF is “Touch the Sky with Glory”,
  • It is started from Kargil War Memorial, Drass (J&K) to Kohima War Cemetery, Kohima (Nagaland).
